Shutdown/Restart/Logoff

When i try to Shutdown/Restart/Logoff from the start menu, my computer just returns to my desktop and the Shutdown/Restart/Logoff process never happens. I have tried to remove the spy/adaware but that will work once and then revert back to its old ways.

CAN SOMEONE PLEASE HELP ME
