I think your shutdown method is called a "dirty" shutdown.
Not a good thing to do, but I had your same problem.
What caused it? Probably, driver software that you either
installed yourself, or, more likely, received in a MS
Update. Only Critical Updates should be acted on
immediately. Most updates are of no benefit to most users
and can have nasty side effects.
Solution: System Restore
This handy feature can be performed any time yu want to
revert your program files back to a "better time." Such as
before your computer lost vital abilities.
You'll want to determine the last date that things were
definitely normal.
System restore is a reversible, repeatable process in
which your program files are configured as-of a date you
choose. Your settings and data files do not change.

-Type in: System Restore Wizard
If you change your mind, one click undoes the restore.
