Shutdown-reboot prob & error message

HELP! Have never done this before but microsoft on pay-
for-help line offered no solution so I'm not a happy
camper.
My system: Windows XP Home Ed; AMDPentiuII 1540 Mghx;
256RAM.

Problem: System will not shutdown or reboot. Must do so
manually. When loading error message keeps popping
up: "PARSER MESSAGE:RCINT failure. String Table ID not
found. '41' @ line 177."

Anybody smarter than those Microsoft "techs"? After two
hours, mostly on hold, was told it must be a "hardware
problem".
