Shutdown only occurs after hibernating or pushing off button-HELP!

I am working on a Gateway G6-333 for a friend who wanted W2k installed,
wiping out 98. (I have approx 11 years of pc experience). After a completely
new install, the pc would not turn off (it shut down, but would not "Power
Down"). APM, BIOS, changing registry, all checked and working. After entering
OK on the windows shutdown menu, everything goes normally, Windows shuts
down, I hear the HDD clunk telling me power is being turned off, (yes i tried
another hard drive) but then after a few seconds, the system starts booting
itself, loading all the way back into full operating mode. (The same happens
when I try to hibernate). I found, however, that after trying to hibernate
the first time, it would reboot, I then ask it to go back into hibernation,
AND IT DOES! So i tried going into hibernation, then tried shutting down, and
again IT WORKED! I also found that after booting normally, if I hit the power
button once, quickly, it will also completely shutdown EVERY TIME! The same
goes for hibernation. So basically, I can only shutdown the pc by 1. from the
shutdown menu, choose hibernation, let it attepmt to hibernate, reboot, ask
it to hibernate a 2nd time, it goes into hibernation, start it normally from
hibernation state, then ask it to shutdown, IT WORKS EVRY TIME! 2. Boot
normally, just before i am ready to shut down, hit the power button for less
than a second, choose shutdown, IT WILL SHUTDOWN EVERY TIME. 3.Hibernate-
once it goes into hibernation a (after rebooting the 1st time), it will go
into hibernation every time after that, without fail. It will also shutdown,
but only once. After that, I have to go thru the whole hibernation process
again. Please help! (Again, this is a completely new installl, no AV
software, SP4 has been installed AFTER this issued occurred, all hardware has
been changed out). MANY THANKS!!!
