shut down Vista pop ups

In XP when I shut down programs in StartUp I get a pop up that alerts me to
the fact that programs have been shut down. The pop up has a box to check
that says Don't Show This to Me Again. In Vista I get a similar pop up but
there's no check box to get it to stop showing up. It appears every time I
open my computer and every 5 minutes or so from then on.

Question - how can I shut it (and others like it) down?
Question - why is Vista so incompetent at simple functions like this?
Microsoft has reduced the basic functionality of this OS to the point that
it's almost useless. Why?

You get the pop-ups because you don't shut down your applications properly
before shutting down the machine. THAT IS NOT THE WAY TO DO IT. You /could/
get corrupted data files and all sorts of things if you continue to do this.
Exit all your applications properly before shutting down.

What you are doing is a troubleshooting step, not proper system maintenance.
That's why Vista continues to warn you on each reboot. If you want to
permanently disable items, don't use MSCONFIG or similar dodges, either
uninstall unwanted items or remove them from the startup vector properly.
Then you won't be warned any longer.
