Shut Down Problem WinXP Home

I'm trying to help a friend with a shut down/start up looping problem.

Problem:

We try to shut down the system by clicking start/turn off computer/turn off.
The system will go through its normal shut down procedures (save settings,
etc.), but then immediately restarts to the log in screen. The only way we
can get the system to actually shut down (power off) is with the power
button on the computer. Can anyone shed some light on what is happening and
how to get the system to shut down properly?

We've run the Norton AV, AdAware, Spybot S&D...all turned up clean.


System:

Gateway P4, WinXP SP1 Home Edition, Norton Internet Security Suite, AdAware,
Spybot S&D, Mail Washer, MS Office.

Start the computer and start hiting f8 key from the begning.You will get
startup menu,choose the option safe mode and hit enter and try to shutdown
the computer in safe mode.If you are able to shutdown the computer in safe
mode.Boot the computer normally.Click on start --run--typein msconfig and
click on ok,you will get system configration utility.On the general page
select selective stratup and uncheck all the entries below to it and try to
shutdown the computer.If you are able to shutdown the computer without any
problem.Again boot the computer normally and do msconfig and put the check
mark on process system.ini and win.ini and try to shutdown the computer.If
you are able to shutdown the computer.Boot the computer normally and check
services and try to shutdown the computer.If you are able to shutdown the
computer.Start the computer in normal mode again and check the loadstartup
items and try to shutdown the computer.But if you are not able to shutdown
the computer after checking service.Again boot the computer in normal mode
and click on services tab top inline to general tab.Put the check mark at
bottom hide microsoft services and uncheck the service you get at the top
white screen and try to shutdown the computer.Now if you are able to shut
down.Than start checking the services one by one and identify which service
is causing the problem,than uninstall and reinstall the sotware.
If every thing go fine with services also than it is startup items which are
causing the problem.Start checking them one by one and identify which startup
item is causing the problem.Than uninstall and reinstall the software which
that startup item resembles.
