Go to this site to get the free image resizer:

Download the file in one of your folder.
Once in your folder, double click on the file to install it.
You can then right click on a picture (or a group of selected pictures). On
the opening menu, click on Resize image. A window will open for you to
select the size you want. This will add new files in your folder. Same name
as original file but with the word (small) added to it. You can then use
them for e-mail.
If you don't see "Resize image" on the right click menu when you use this
for the first time, do the following:
Click on Start, click on Run and type the following in the textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI....
