Showing an Objective

I've got a chart plotting network availability over time (months). The network availability percentages from 93 to 100% are on the Y axis and the months Jan thru Dec are on the X axis. I'd like to have a line appear at 99.9% to show that this is the availability objective. Any idea how to do this?
