show "Folder" pane permanently

How can I show "Folder" pane on left side of Internet Explorer window
permanently? Every time I have to choose from view, but it disappear again.

Edit the shortcut's "Target" to read
%systemroot%\explorer.exe /e,C:\
Where C:\ is the drive or directory you wish to expand.

If I want to perform it for each shortcut, I have to repeat this for each one?
Isn't there any better solution?

Thanks for your reply.
I do remember I had done that long time ago (may be in Win 98 or so )
through selecting a buttun in option. I can't remeber where exactly I did
that.
I can open Internet Explorer from many places, shortcusts in desktop is one
of them. Also I can open through recetly opened files or some place else.
Still I think there might be a single place which control all of them
Would be happy to know your comments.

I realiezed that in new version ofOS, they have changed its place.
