Should reading of cd/dvd disc's switch from 1 user to another?

I sure this shouldn't happen but it does. I have xp pro with sp2 with CDRW
and a DVDRW. When I turn the pc onto my user account and wish to insert a
cd/dvd disc(audio or files etc) there is no auto play. so I dbl click on the
drive (D/E) to open the information, but it asks to insert a disc - but the
disc is already in.
What I am having to do is to log off on log back in to another user account
(the wife or kids ones) to find which one will read the disc.
Then, let's say under my wifes account i could get the disc's to play/read
files, if the pc is shut down and restarted the disc's can no longer be
played/read under my wifes account but under maybe my kids acccount or even
mine. wierd.
We all have administartor accounts.
Any solutions out there.

this *could* be caused by having some kind of CD/DVD 'ripping' or 'imageing'
software installed for that user.
Some of these also have 'virtualize' capability and will mess up your drive
letter assignments.
I recall having had that problem at some point when I was messing around
with Alcohol 120.
It did that too. Insert a disc into what you always knew to be D: and it
came back saying to insert the disk.
It had created a new drive (E:) but selecting that expected some iso image
and wouldn't read the physical disc either.
I ended up disabling the device it had installed for that (in device
manager).
I believe (recollection failing me sometimes) it was called something like
AXV Scsi CDrom device (or along those lines)
