Shortcut keys in Properties window

When I open the properties window of an icon on the desktop and create
a shortcut key, it works fine as long as the icon is on the desktop.
If the icon is in any other folder, the shortcut key appears to be
created ok, but no longer functions at all.

Is this normal behaviou or do I have something set wrong?

Bill,

This is normal. The shortcut has to be on the Desktop, or in the Start Menu
for the Hotkey combination to work.
