Are you double clicking on the shortcut on the desktop?
A very basic question, but that is all I can think of at the moment.

The Short cut link s probably broken. Delete it (short cut is just a
link to the actual program. It will have no effect on the Internet
Explorere.. just make sure it has an arrow next to it)

Now, look for the actual Internet Explorer by doing a search for it.
It should be in C:\Program files\Internet Explorer\Internet
Explorer.exe

Once you find "Internet Explorer.exe" right click on it and select
"Create Short cut." Cut and paste the Short Cut to the desktop.

Or you could just go get a free copy of Firefox and use that.

You may have a spyware problem.
Often times spyware will not enable a browser session.
Do you have any anti-spyware ?
Try the MS Beta Spyware version, it seems to work well
