You have not told us what version of XP you have, Home or Pro, or the
service pack level. However, here are two things to check out/do:

1. On both machines, create identical user accounts and passwords. Do
not use null (blank) passwords. If your XP machine is Pro, disable
Simple Sharing from Folder Options>View. Does this solve the problem?
If yes, you're done. If not, see #2.

2. This is most commonly caused by a misconfigured firewall. If you have
XP SP2, the Windows Firewall is probably on. If you are also running a
third-party firewall or have an antivirus with "Internet Worm
Protection" (like Norton 2005/06) which acts as a firewall, then you
need to disable the Windows Firewall and configure your third-party
firewall properly to allow the Local Area Network traffic as trusted. I
usually do this with my firewalls with an IP range. Ex. would be
192.168.1.0-192.168.1.254. Obviously you would substitute your correct
subnet.

Then create shares as desired. XP Home does not permit sharing of users'
home directories (My Documents) or Program Files, but you can share
folders inside those directories. A better choice is to simply use the
Shared Documents folder.

If that doesn't work for you, here is an excellent network
troubleshooter by MVP Hans-Georg Michna. Take the time to go through it
and it will usually pinpoint the problem area(s) -

In addition to what Malke said, why would you want to share the
C:\Programs folder in the first place? You can't DO anything in it, you
can't run programs from it remotely, you shouldn't delete files and
folders remotely, you can't install programs directly remotely, so what's
the point?
