shared is nor seen

I defined a second IPV4 address-100.0.0.3 to the Ethernet card in my PC,
which belongs to a domain. The original IP is 8.1.34.6 and given by the DHCP
server. I disconnected the original WAN connection which connects the PC to
the domain and connected it to a second LAN containing shared folders in
some other PC's(which are part of some newsgroup).
Problem is that I can't see these shared files and folders - the display in
the network tab presents only the current PC.
Can someone advise please?

I believe it would help if BOTH computers were members of the 100.0.0.x
network.
