Shared Documents folder

I am logged on with the Administrator account on my computer. It is running
XP Pro SP2. I would like to add a folder to c:\Documents and Settings\All
Users\Documents, but I'm getting an access error. Somehow the folder is set
to readonly, and I cannot change it.
