Shared computer security

I have a computer that is shared by 3 shifts. I want to give the user on the
1st shift access to the internet. I do not want the other 2 shifts to have
access to it. I need to give it a static IP address to get past our
switches/firewall. How do I deny the other users access to the outside world
without enabling/disabling that address at my switches every day?

The only thing Windows provides is the built-in Content Advisor feature of
IE...

This won't stop people from doing non-web activities on the Internet, or
using another browser. If they have administrative rights, they can install
anything they want.

I think I got around it. I set my user up as an administrator on this PC and
set everyone else up as a user. Then, I went into the security setup and set
it so that only administrators could log on to the computer. That way, when
he is gone, they can't log on to his pc and use the internet. In his absence,
he can set his replacement to administrator, and then set the assistant back
to user when he returns. It seems to be working.
