I have cable internet via a USB cable modem.

Can I plug my modem into a USB hub, plug two computers
into that hub, and have them both share the internet?

Unfortunately no.

If you are looking at sharing an internet connection, using ICS within
Windows XP is one way. Buying an ADSL Router is another

Nope. USB doesn't work that way.

.... If your modem has an ethernet port, you'd be a lot better off using that
instead of USB anyhow.

If two computers are using ICS (Internet Connection Sharing), are 2 IP
addresses being used or just one?

Only one... the first PC acts as a gateway and actually has two IPs. One
from your ISP and one for your internal network.
