Shadow copies does not work!!

i'm not on a network, system protection is on, i have created quite a few
system restore points

the photo's screensaver suddenly quit working for no reason, i tried to use
shadow copy but none are available..i check lots of files like photos..etc
and no shadow copies are available....why not?
