sfc /scannow won't run

I'm having all sorts of problems with my PC at the moment. Main issue
is that msinfo32.exe won't run, I can't get Help & Support to operate
and when I try and run sfc /scannow to try and fix these issues I get
the following message:

Windows File Protection could not initiate a scan of protected system
files
The specific error code is 0x000006ba [The RPC Server is unavailable]

When I go and run services.msc and check the status of the RPC and the
RPC Locator, it says both are running.

Short of reversing over my PC in my car, has anyone got any
suggestions as to how to fix these problems?
