Setup GUI stalls with 34 minutes remaining

Hi. I am trying to do an inplace installation (with a dell
oem disk) of windows to fix some possibly corrupted system
files. In the GUI portion of the process it stalls while
"installing devices". My only recourse is to power off.
When I power back on, it stalls at exactly the same place.
I've done it 8 or 9 times now.

There is no pnplog.txt file created indicating a device
problem.

The setuperr.log file says:
"Warning:
Setup was unable to start service tabsrv because of the
following error: OpenService(tabsrv) returned error 1060 (424).
***
Fatal Error:
One of the components that Windows needs to continue setup
could not be installed.

The operation was cancelled by the user.

***"

I cannot find anything about this tabsvc or the error 1060.

Can anyone help?

Thanks Will. I had seen that article. There were no usb
devices attached when this happened. I did notice that the
last things appearing on the setupapi.log were related to
the usb root hub--but the final message said that drivers
were loaded successfully.

I was hoping the fatal error message would provide more
clues.

I have also seen articles suggesting to remove hardware and
change bios power settings-- but it doesn't really seem
appropriate.

Anyone have any ideas?
