SETUP Does Not Respond at "Setup Is Starting Windows "

I just bought a new hard drive and motherboard. I
installed, formatted, and partition the hard
drive/motherboard. When I put in the Windows XP CD to
install the operating system, the system hangs.It starts
to load all the files then the setup stops responding
(hangs) while the "Setup is starting Windows" message is
displayed.

Could someone please help me with this problem.

Why did you format the partitions before trying to install XP?
Just delete the partitions with the Windows XP setup (booting with CD) and
the create the new partition(s) and continue with the install.. See if that
helps.
