Settings Error? Missing Address Bar option and Menu Bar

I seem somehow to have managed to make 3 very important items disappear. I
must have changed a setting some where but I have no idea where to get all
this back. When you right click on the task bar, you normally have an option
for "toolbars" where you can select to show the address bar and the windows
desktop search bar. The entire option for toolbars is missing. I cannot
access it anywhere. The only reason I suspect that this might be a
permissions or settings error is that when I open Windows Explorer, I no
longer have a menu bar either. I could really use some suggestions.

Thanks, I had already downloaded the entire tool and ran it. Didn't fix the
problem. I re-ran the specific item you suggested and still no change.

Have you tried restore?
