Setting -up Yahoo Email Account in Windows Mail

I setup my yahoo account in Windows Mail and got the error message below-

The connection to the server has failed. Account: 'plus.pop.mail.yahoo.com',
Server: 'plus.pop.mail.yahoo.com', Protocol: POP3, Port: 110, Secure(SSL):
No, Socket Error: 10061, Error Number: 0x800CCC0E

How do I resolve this problem?

Free US-based Yahoo accounts don't have POP access.
Do you pay for the optional Mail Plus feature? If yes, then you need
to change your port and SSL settings to agree with Yahoo directions:
