Setting new default picture editor in XP

You are only editing things that are over ruled by entries for non XP entries. You are also editing the wrong thing. You edit HKCR not HKLM\Software\Classes as any HKCU will override it.

Post these keys.

HKCR\.jpg
HKCR\.jpeg
HKCR\jpegfile
HKCR\SystemFileAssociations\.jpg
HKCR\SystemFileAssociations\.jpeg
HKCR\SystemFileAssociations\image
HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.jpg
HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.jpeg
