Setting low priority on a XP box

I have a home network with up to 8 computers all running XP. I would like
one of the systems set to have a default of lowest network priority. So that
the other systems won't get lagged when the less privlaged system starts to
pull a large file. Basically this one system is lagging the others on the
network and I need it to stop while still letting it grab the files off the
net. Is there a way to set the networking priority default to the lowest
level? I have an older BEFSR11 Linksys router so I'm not sure that I can get
it to work with QoS. Is there anyone that can help me here?

I doubt that it can be done with BEFSR11

When using Entry Level Hardware and a Client OS the two popular solutions
seem to be.

1. Flashable LinksysWRT54G and flash it with 3rd party firmware that
provides Qos.

2. Using this software on each computer, www.netlimiter.com
