Setting Group Policy

I have a server that has Active Directory installed, but is not a
domain controller. None of the group policies I link to my OU
function. Any suggestions would be appreciated.

Danny Sanders

The installation of Active Directory is what changes a member/standalone
server into a domain controller. If your server has AD installed it is a
domain controller.

Any errors in event viewer?

Like Danny already wrote: every server that as "Active Directory
installed" is a Domain Controller.

What were your attempts to create the policy? You were using "Active
Directory Users and Computers", right? What kind of objects do reside in
your OU (users or computers or both)?
