Setting Folder View as Default for Explorer Bar

When I open a folder, I would like to have the folder view
always appear as the default in the Explorer Bar. I have
tried to achieve this result by following the obvious
steps, namely set up on folder that way and then go
through the sequence, Tools/Folder Options/View/Apply to
All Folders. Sadly, this doesn't work. Lots of times
when I open a folder the Explorer bar the largely useless
set of icons for File and Folder Tasks, Other Places,
etc. How can I make it always be the folder tree? Thanks
for any help that can be provided.

Reset the folder settings, then retry: Delete the Registry keys
HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Bags and
HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\BagMRU, both with
all the subentries, then create new keys "BagMRU" and "Bags" here. At
HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam create a new
DWORD entry
BagMRU Size
and set this to
5000 (decimal)
Restart the computer.
