This is not a Word setting, but rather something handled by Accessibility
Options in the Windows Control Panel (wherever that is in Vista).

This is nothing to do with Word; it's a Windows setting.

Go to Control Panel > Ease of Access > Ease of Access Center > Make it
easier to focus on tasks.

Check the box for Turn On Toggle Keys, and click OK.
