set Outlook 2003 as defualt in Ineternet Explorer

In IE when I try to send a link by email it opens Thunderbird.
I've set Outlook as the default e-mail program by opening Outlook
then tools>options>general and clicking the box. I then went to
Add and remove programs and checked use current email program
as default. I checked the file association on URL:MailToProtocol
and the open event has this action:
"C:\PROGRA~1\MICROS~2\OFFICE11\OUTLOOK.EXE" -c IPM.Note /m "%1"

What do I need to do to get Outlook 2003 to open when I send a link?

Win2K problems would probably get better answers in a Win2K newsgroup.
