Set Associations Conrol Panel

-Several Vista utilities have links to customer support lines, etc.
-When I click on these I get the message 'This file does not have a program
associated with it for performing this action. Create an association in the
Set Associations control panel'.
However I can find no obvious solution in the Control Panels, so what's
going on here?

START button|DEFAULT PROGRAMS is the place to look - for starters.
