Services.exe using 100% CPU

I have a laptop pc with xp sp2 and have recently changed my DVD drive. It was
on PIO mode so i activated DMA on the device manger and rebooted. As soon as
I enter Windows, it detectects the dvd and "Found new hardware" ballon tip
pops up in icon tray. After this the system runs extremly slow. I checked on
the process manager to see what was going on and find that "services.exe"
uses 100% of cpu resources. This also happens booting in Safe Mode. I am sure
it isnt a virus related problem.

I have found a way around my problem but can not be considered as a solution.
I disabled the secondary IDE controller in the device manager so Windows
doesn't try to install the DVD at windows logon. Or either removing the DVD
drive physically.
In either case I can't use my DVD.
