Services disabled in Msconfig.exe

Hi,
Since few days I am facing a peculiar problem.The feature of my problem area
1) I am using VISTA,I cant run a windows update.Whenever i click on windows
update it just blink and than disappear.
2) Cant access user profile and accounts and parental control
3) Cant locate Msconfig.exe in regedit
4) Can (right) click on my computer but cant access properties.
5) Cant update windows defender.
All the microsoft services seems to be disabled in msconfig.I am not sure
what to do.I am an administrator on my system.
Please help me..

You should post your question to a Vista newsgroup as it has significant
differences to Windows XP.
