Service Packs will not run on my PC

I download sp3 and sp4 and neither of them will run. I
have tried open and save options during download. I go to
open them and nothing happens. They are running as
processes though which is really weird.

Any help please? I need sp3 or above to install Access
2003 on my boss's computer!

Do you get any errors? How about downloading from:
http://www.microsoft.com/windows2000/downloads/servicepacks/sp4/default.asp

I would also recommend posting on the Windows 2000 setup newsgroup:
news://msnews.microsoft.com/microsoft.public.win2000.setup_upgrade
