Do you have the Outlook option enabled for "Save copies of messages in
Sent Items folder"?

The normal order (for default installs of Outlook) is to create the
new item in the Drafts folder when you open the new-compose window.
The item stays in the Drafts folder until you send it (manually or by
a scheduled poll). Then the item moves into the Outbox folder. If
there was a successful mail session with your e-mail server, and after
Outlook gets an +OK status back after sending the message, the item
gets moved into the Sent Items folder - if you [left Outlook]
configured to save sent items.

If you have installed plug-ins into Outlook then they can change the
behavior of Outlook.
