Sent attachments are received as text regardless of file type

This only happens when sending attachments to my business partner. He
recieves the email all in text regardless of file type. It contains the
email properties, but no attachment, and ends with reams of chacters.
I have no problem receiving attachments from him, and this has only happened
once when sending an attachment to another person. We are both using Outlook
2003, and my emails are in HTML format

If this problem is caused by his anti-virus program, why would it only be
happening to the emails I send him, and not to anyone elses? I don't scan
out going mail, and if I send the same attachment to different people, he is
the only one who doesn't receive it.
