Which antivirus are you running? Some of them cause problems with
Windows Mail over time.
As an experiment, uninstall your antivirus, reboot, then try sending again.
Any difference?
Email scanning in any antivirus should be disabled, for reasons
explained here:

Note that for most Internet connections the upload speed is much slower
than the download speed.
