Sending a fax from Windows XP

I am trying to send a fax from a Windows application. The first few times I
tried, the message I got was "No dial tone". I have DSL, read the threads in
this regard, and successfully turned off the "Wait for Dial Tone" check box
on the modem properties screen. Now it seems to send, I hear the tones of a
fax being sent, but I now receive a message saying "There is no answer". My
brother, to whom I am sending the test fax, says his fax is up and running.
Can anyone help me figure out what I'm doing wrong / what is my next step?

Probably not. That's the message usually given when you are using an
incompatible or unsupported modem, of which there are many.
