"Send To" command problem

Within SYSTEM AGENTS: I got a Security Agent Alert which
resulted in the following Agent Event description: "The
user [me] has decided to prevent a change to the user's
defined shell folders from SendTo to %USERPROFILE%
\SendTo." I believe this is some kind of block which I
cannot undo.
The problem is in "View All Blocked Events" NOTHING is
listed, therefore I cannot use the unblock command on
what's not listed there.

The reason this is so important is the following:

Pertains to the SEND TO right click drop down submenu
list:

Location of folder in question: Documents & Settings \
(my name as user) \ SEND TO folder: This is where the
right click SEND TO list gets its items to display in the
submenu. The items are:

(1) Compressed Folder, (2) Desktop - create shortcut, (3)
Mail Recipient, (4) My Documents. The other listed items
(5, 6, 7.) are the writable drives which appear by
themselves, not from the SEND TO folder.

PROBLEM: Originally, all 7+ items appeared in the
submenu list. Now, (I believe the Anti Spyware security
alert event decision above is the reason) the list ONLY
shows the writable drives and NOT the items from the SEND
TO folder.

I even created a test shortcut within the SEND TO folder
and it too does not display in the submenu list.

I also created a TEST user and logged into it and the
SEND TO works fine because the security event in question
does not effect the TEST user. I copied the TEST user's
SendTo folder files and pasted them to: %userprofile%
\sendto. Send To still does not work when I log in as
myself, but works in TEST user.

You can see why it is so important to delete the
resulting security event outcome, but how, since it is
not listed as a real block.

Everything in my SendTo folder appears on the dropdown list except, of
course, desktop.ini.

I know that's how it is supposed to work, but due to the
Security Agent Alert relative to "%USERPROFILE%\SendTo",
the Send To dropdown submenu is somehow prevented from
getting the items from the Send To folder. Any other
thoughts?
