send/recieve error: inetcomm.dll

When I click the send/recieve button in Outlook 2003 I receive the following error message:

"The application or DLL C:\WINDOWS\system32\inetcomm.dll is not a valid windows image. Please check this against your installation diskette."

I have been using Office 2003 for a year and a half with no problems until last week. So far I have:

1) restored to an earlier date (thinking an automatic update messed things up)
2) ran Detect & Repair
3) allowed automatic updates
4) ran SpySweeper and Norton Anti Virus
5) repaired/removed/reinstalled Outlook via Add/Remove Programs
6) reinstalled my entire Office 2003 program from the original disk
7) lots of rebooting

Still getting the error message. If I then click the arrow next to the send/recieve button the server times out.

Thanks to a previous post on this site I have successfully backed up my pst file.

My inetcomm.dll appears to be from 4/13/2005, 667KB. Have a second inetcomm(2).dll from my attempts at restoring to an earlier date.

What next?

When was the last time you used Windows Update to install all upgrades that was posted there.
