Send Receive Stopped working

I am running Outlook 2002 with sp3. I have tried everything I know
and it still does not work.
I lost the send command in new messages so I started to try to recover
hear is a sequence of things I tried:
a. I deleted all my pop accounts and re-entered one of them. After
this I now can not send or receive.
b. I ran the Test Account Setting and it runs fine (I get the email it
send out).
c. I went to the control panel and ran a repair to original state.
d. I moved the .pst file and tried to repair to original state again.
(creating new .pst's)

I still can not receive or send. If I click on the accounts in tool
bar I get a Error message "Unable to complete the operation. A fatal
error has occurred in outlook"

I do not want to completely remove office and reinstall it as I do not
know what will happen when I try to activate it.

I have just had similar happen to me. This has only started happening since
the latest security upgrade from m/s was installed. Did you install this
"upgrade" recently?

Can't give any answers I looking for them myself.

Same or very similar problem. I created a brand-new profile in Control Panel
and everything worked. I then deleted (removed) the old profile. You can
have multiples and select which on startup of Outlook.

Worked for me and much easier than re-installing...give it a try.

My problems started immediately after the latest update was installed.
Could be coincidence.

Control Panel ->Mail ->Show Profiles
