send/receive issues

Suddenly when I open Microsoft Outlook, it is not automatically performing
send/receive. Also when I click on the send/receive button, nothing happens.
Then it downloads all of my email in about a minute or two. Very frustrating
.. . . what is going on? I have tried to adjust settings, but can't find where
it says to send/receive upon opening.

Hope it's OK to tack onto thread this but my problem is very similar
(although different in some ways). After a system boot or reboot I can fire
up Outlook 2003 and it behaves fine - I don't use auto- send and receive
these days but the send/receive toolbar button works fine and so does F9. If
I then close Outlook and fire it up again at some time later in the same
Windows session, the /send receive button no longer works and I also can no
longer access send/receive settings. I can however download headers and
process marked headers with no problem. After a system reboot, Outlook again
behaves normally until it is closed and reopened.

Weird or what?

PS: I've tried "repairing" Outlook but it behaves just the same.
PPS: Add-ins are Adobe 8 and Norton Internet Security 2007.
