send on behalf

I am running exchange 2003 on the server.
My client uses outlook 2000.
when i send a message on behalf of someone else in the
send from it reads: user1 on behalf of user2.
Other client using outlook 2003 have in the send from
only user2.

That is happening since the update from exchange 2000 to
exchange 2003.

any ideas ?

Send As permissions can be set by using Active Directory Users and
Computers.
Open the user object and select the Security tab to set the permissions.
