Send mail/link from within IE6 does not start up outlook 2003

We are in an enterprise domain and connect to an Exchange
Server via either Outlook 2003 sp2 or Outlook 2000 sp3.
On different machine i have the xpsp2 version of IE installed), both
"Send page by e-mail" and
"Send link by e-mail" not function. They idle for a while
then report that the Exchange Server is offline.
We have Firefox and correctly initialize and present an Outlook mail
form.
I cannot find anywhere on the Microsoft site information about this
problem.
If we choose Outlook Express (as default program) all function.
Have any idea about ???? thanks...

In the registry the value is ok:
"C:\PROGRA~1\MICROS~2\OFFICE11\OUTLOOK.EXE" -c IPM.Note /m "%1"
Infact i wrote: On different machine .............not function :They
idle for a while

open..)
