Send but not receive emails

I have been using Outlook 2003 with my internet provider for months without
a problem. All of a sudden it stopped working. It starts downloading a
message,
stops part way through then says it must close without a specific error
message. The message I get is:

"Microsoft Outlook has encountered a problem and needs to close. We are
sorry for the inconvenience. To see what data this error report contains,
click here. "

When I restart it, it starts downloading the same message and stops again.
etc, etc. There is actually a version of the partially downloaded message in
my junk mail each time. The listing is identified as NONE and there is no
received time or sender identified on the inbox.

I have reloaded Outlook, remover the Norton Internet Security and there is
no
change. I have now tried removing the profile from the register and starting
a new
one. This did not solve the problem.

I can use Outlook Express and it works fine. When I setup an account in
outlook and send a test message all seems to work.

This is an XP system.

I am out of ideas and need help. Any ideas?
 
This siote describes how to setup Office to retrieve messages. My Office
tries to retrieve them but fails.The site does not cover that.
 
Does your ISP have a web-based email utility? If so, log into the web-based
email and remove the offending message. This can happen if a message is
corrupted, or if you have antivirus software scanning inbound emails (which
I can't stand, heh) and there's something about that message it's having a
problem scanning.

That has been tried. Another strange thing is that when my outlook fails to
download a message, it sends a reply to the sender with the body text "QUIT".
Could it be a virus? Norton has not found one.
