Send attachments only to To: recipients, not Cc: or Bcc: recipient

When sending an attachment, I want it to go to recipients listed on the "To:"
line, but I do not want it to go to recipients on the "Cc:" or "Bcc:" lines.
I can't find that option buried anywhere in Outlook - it must be there
somewhere.

There is no such option. It's not supported in the protocols for sending Internet messages. You'd have to send two separate messages.

I find that astounding. It seems like it would be a simple thing to
implement in Outlook, via "Rules". Thank you for your previous response.
