Selecting SHUTDOWN or RESTART does not work

I have been using 2k professional for a couple years now
without issue. Now in the last week, I cannot get the
system to shut off.
I have removed all software that may be causing a conflict,
but honestly, have not installed anything just prior to
onset of issue.
I choose start.........shutdown........restart [or
shutdown] and the desktop sort of fades like it is going to
go off, but never does. Have been having to manually shut
down tower, which I hate to do.
Please advise!
