Security Policy Editor in Windows XP

I was wondering if there was a secruity policy editor or a
Group Policy editor in windows XP and where can I find
it...

I'm looking to Write a MMC Group Policies Console on a
Program I have just written that has alot of Editable
Registry Keys and I wanted to make them available outside
the application. therefor I want to use the MMC and Group
Policies for Administrators to have Access to these Keys
and what Policies end users can change from the app.

Any help would really help... even Syntax of a ADM file
would help me ALOT!

To open Group Policy...
Start | Run | Type: gpedit.msc | OK

Templates (adm files) are stored here:
C:\WINDOWS\inf
and
C:\WINDOWS\system32\GroupPolicy\Adm
