Security menu items disabled

I have an .mde file that has its own .mdw file. Both are Access 2000. When
it runs on an Access 2003 installation, after you set up a new user, the
security items User and Group Permissions, User and Group Accounts, User
Level Security Wizard are no longer available. They are greyed out. You
cannot change security settings. Anyone seen this before?

You need to log in as a member of the Admins group to do this.

Thanks for taking the time to reply. Yes I am. You might want to look at my
latest post above "Security disapears from menu bar when I add a new user"
Since this post I have done another 8 hrs of testing and elimination to try
and resolve the problem.
