Running XP Pro on Lenovo ThinkPad Z60t with Norton IS 2006..........

In trying to resolve problem in remove the file vtclrg41.tmp from
c:\windows\temp - always "access denied" so can't get rid of, I note that
when I restart PC the Security centre is "unavailable". I can restart it but
when I restart laptop it's disabled again.

I don't know if issues are connected but appreciate help on either or both

Sounds like your computer is infected with something that is either
protected by a rootkit or by malware that is protected by a guard file so
it respawns. It is unlikely that NIS would do the job of permanently
removing this malware.

Since you haven't told us anything else about the machine and what you've
already tried, go through the general malware removal steps below.

Malke,

It's definitely "respawning". I've tried a number of utilities to try and
remove, e.g ATF Cleaner, File Unlocker and MoveOnBoot. With MoveOnBoot I
tried renaming file. This it did and was able to delete but original
returned.
