Try going to Control Panel/system/Automatic Updates to make sure that the
first option for automatic is enabled. Also enter services.msc in the run
box and then hit OK. Find the Automatic Updates service and make sure the
startup type is automatic and that it is started under status. If you are
using a personal firewall other then the Windows Firewall it may also be
blocking access to Windows Updates. --- Steve

Was it started and set to automatic as startup type? If so it is configured
correctly. You need to logon as a local administrator in order to be able to
manage services. In XP Home you may need to boot into Safe Mode to logon as
the built in administrator account if you do not have another user that is
also a local administrator. You can run the command net localgroup
administrators to see what users are also local administrators. Enter
cmd.exe in the run box and hit OK if you are not sure how to access a
command window. --- Steve

When you have the command window open and type net localgroup administrators
and then hit enter. Then look to see if your user account is shown under
members . The example below us from my computer as an example. --- Steve

D:\WINDOWS\system32>net localgroup administrators
Alias name administrators
Comment Administrators have complete and unrestricted access to the
compu
ter/domain

it says all that except at the begining its not D:\WINDOWS\system32>net
localgroup administors,its C:\Documents and settings\"my name">net
localgroups administors. ???

The path shown is not important. What is important is what shows under
members. If your user account is not shown then that would explain why
access was denied. --- Steve

First more info is needed. Have you determined if you are logged on as an
administrator or not?? What operating system - XP Home or XP Pro?. If it
you are indeed logged on as an administrator in XP Home and you have access
denied to a service your repair options are limited and you may need to do a
repair install. With XP Pro you could try using secedit to restore security
settings to default defined levels as shown in the article below. In either
case being denied access to a service as an administrator could indicate a
problem with malware or spyware unless you have used a protection program to
lock down your computer which many can do such as SpyBot Search and Destroy
if you enable that option. -- Steve
